EGOVERNANCE IN U.P. - A GoUP INITIATIVE
Nearly all PSTN Exchanges in the State have been converted to
Electronic Exchanges with Real Media and all of them are being provided with Internet
Nodes by year 2001. All Development blocks in the State will thus have Optical Fibre
Connectivity and Electronic Exchanges shortly.
Optical Fibre Cable Network:
UP has already finalised our plans for establishing information
backbone and are collaborating on a non exclusive basis with private sector for
establishing an OF cable network in the State, which will also be used by GoUP. We expect
that this will speed up decision making, improve citizen service, reduce costs and cycle
times, enhance productivity and will establish the basis for a state wide information
infrastructure in the form of a multi service Wide Area Network. A non exclusive right of
way policy of UP has been announced and we are establishing Optical Fiber Cable
Network in collaboration with Reliance Industries and other major industrial groups like
GAIL and RPG Sprint. Other groups (B.S.E.S, H.F.C.L, SAMTECH, Zee Interactive Multimedia
etc.) have also approached us to lay OF Cable network in the state.
Ensuring accessibility to general public:
The government of UP plans to open about 10,000 kiosks (Community
Information Centres) in both rural and urban areas for use by general public. These
centres will provide internet access facility to public for surfing and downloading from
UP government websites.
Internet Dial up Services through Bharat Sanchar Nigam Ltd., exchanges
will be extended to all the development blocks in the State by the end of the financial
year 2001-2002. The villages will be also linked to the dial up service through block
Software Technology Parks:
In addition to the already established STP at Noida, we are also
establishing state-of-art STPs at Lucknow, Moradabad, Agra, Varanasi and Allahabad,
in collaboration with STPI of India, to provide necessary infrastructure to the industry
and a training ground for our IT professionals.
Lucknow, NOIDA and Allahabad amongst others are being developed as
SMART CITIES, for which plans are already under implementation. In these cities citizen
oriented services will be made available to public through Internet.
Citizen Oriented Services:
The state government has decided that all departments will identify at
least one public interface service and implement it on Internet for use by public. All
government departments have been instructed to form IT Task forces within the department
to identify areas for implementation of public interface services as well as use of IT in
the department to bring in efficiency and efficacy in governance and its functioning.
Under this scheme services like ensuring availability of forms of transport department,
details of available properties of housing department etc., have already been started at
